RESOLVED, that IPO supports USPTO rule-making to establish the standards for denying institution of follow-on petitioners based on and to supersede the precedential PTAB opinion, Gen. Plastic Indus. Co. v. Canon Kabushiki Kaisha, IPR2016-01357, Paper No. 19 (PTAB, Sept. 6, 2017).
